 The Finance Committee is a standing committee of the Executive Council. The Treasurer of the Diocese is nominated by Bishop and elected by the Annual Convention of Diocese to serve as an officer of the Diocese, as a member of the Executive Council and Chairman of the Finance Committee. Together, along with the Diocesan Controller, they are collectively the Diocesan Department of Finance.
The Treasurer and the Finance Committee are responsible for the overall financial health of the Diocesan family and report regularly to the Bishop and the Executive Council in this regard. They work hand-in-hand with the Suffragan Bishop and the Canon to the Ordinary to insure that Diocese funds are spent in the most cost effective means possible.
Working as part of the Diocesan team, they also seek to provide resources to parishes and missions to assist in the management of their financial assets and seek to be a resource to all the members of the Diocesan family. Most financial proposals for loans and financial assistance for parishes and missions are first reviewed by the Finance Committee. The Committee is working on an Operations Handbook for parishes and missions. The first section is just being completed – it will guide a congregation through an financial and operations audit . This self-audit program is primarily designed for parishes and missions that cannot afford the cost of an audit performed by an independent accounting firm. A self-audit completed using the this procedure is will fulfill the requirements of Canon 29, which requires an annual audit from each parish and mission.
It is the Committee’s goal to provide resources on “both sides” of the income statement for congregations of the Diocesan family. The Committee expects to be actively engaged in providing information on stewardship; providing information on grants and matching funds opportunities for parishes and missions; “packages” of banking services to enable smaller congregations to reduce their depository expenses; and other support as it is needed.
